Asia Pacific Security and the USA
Professor Hurrell, discussed how previous assumptions that there would be a stable world order had been overthrown and there would instead be continuing "Westphalian" challenges. Not being a historian, I am not sure what this implies. But it seems to me clear that as US and western economic dominance declines, their global power will also decline. As an example, Australia has decided to join the China backed "Asian Infrastructure Investment Bank", against the wishes of the USA.
China has progressed slowly to have a blue water navy. It may take another decade before it can mass produce aircraft carriers and perhaps even longer to produce aircraft for them. However, Professor Hurrell pointed out there are other forms of power projection. When in Samoa some years ago to teach a course, I noticed that China has given the country an impressive government building. More humorously, the locally employed guard outside the US Peace Corps compound was wearing a People's Liberation Army cap (I assume he got it cheap in the local market).
Professor Hurrell claimed that domestic politics would become more important in the future, so that national dominance by China and India will be less significant. This sounded to me like someone from an English university hoping for a return to an era when the British Empire would manipulate the internal politics of Asia for its own ends. I suggest the opposite is more likely. At the moment a rag tag non-state group such as ISIS is able to manipulate domestic politics in Australia by the use of Internet based propaganda.
Professor Hurrell had published numerous papers and his latest book is "On Global Order: Power, Values, and the Constitution of International Society" 2008). He is also giving seminar on "Global Governance: Can the Centre Hold?"
at ANU on Wednesday afternoon.

Regulatory Frameworks for Distance Education
What I found interesting was that there was no mention of the role of professional and industry bodies. These provide a form of international regulation, sometimes with and sometimes without government endorsement. An example is the ACS which sets standards for IT education in Australia and is part of international bodies settings standards.
A consortium of DE Hub, the Australian Universities Quality Agency (AUQA), The International Network for Quality Assurance Agencies in Higher Education (INQAAHE), and the Australasian Council on Open, Distance and ELearning (ACODE) is undertaking a pilot review of formal and informal literature of regulatory frameworks for distance education (DE) in the Southwest Pacific/South East Asia Region. The existing laws, policies, rules and regulations related to distance and online education in the region will be collated and posted in an open source database. The frameworks of countries within the region will be compared for similarities and differences, in particular, highlighting those elements that hinder development in distance education. The comparative analysis will be discussed in the context of other recent research into regulation of distance education. Case studies will provide examples of distance and online education regulatory practice currently extant within the region. The outcomes of the project will be disseminated using an open source content management system published on the ICDE website and linked to the websites of the collaborative partners i.e. DE Hub, AUQA, INQAAHE and ACODE to ensure convenient access for the various stakeholders with an interest in regulatory frameworks for distance education. This will provide a portable, scalable resource. Deliverables will include a final report providing a contextual overview of distance education in the region and outlining the project and analytical results, and a database of the regulatory frameworks for distance education in the region.

CARIBE WAVE 11/ LANTEX 11 tsunami exercise
The CARIBE WAVE 11/ LANTEX 11 tsunami exercise is being conducted to assist tsunami preparedness efforts throughout the Caribbean region. Recent events, such as the 2004 Indian Ocean, 2009 Samoa, and 2010 Haiti and Chile earthquakes and tsunamis, attest to the importance of proper planning for tsunami response. The purpose of the exercise is to improve Tsunami Warning System effectiveness along the Caribbean coasts. The exercise provides an opportunity for emergency management organizations throughout the Caribbean to exercise their operational lines of communications, review their tsunami response procedures, and promote tsunami preparedness. Regular exercising of response plans is critical to maintain readiness for an emergency. This is particularly true for tsunamis, which are infrequent but high impact events. Every Caribbean emergency management organization (EMO) is encouraged to participate.

the Sahana Free and Open Source Disaster Management System Software is available in several languages, including English and Japanese.
The Sahana Foundation (which I am a member of) has issued a request for volunteers to assist with software support.
The Sahana project was initiated by volunteers in the Sri Lankan FOSS development community to help their fellow countrymen and countrywomen affected during the 2004 Asian Tsunami in December 2004. The system was officially used by the Government of Sri Lanka and the system was released as Free and Open Source software. Subsequently a re-write as a generic disaster management tools was incubated with the sponsorship of SIDA, IBM and NSF (US) and it has be used by the dozens of Governments and NGOs since then. ...

Australian Tsunami Warning Issued after Chile Earthquake
The text of the warnings issued by the JATWS are confusing, as they say "TOP PRIORITY FOR IMMEDIATE AND FREQUENT BROADCAST", but do not order use of the Standard Emergency Warning Signal (SEWS).
The Pacific Tsunami Warning Centre issued an Expanding Regional Warning for areas near the earthquake at0646Z 27 FEB 2010. It issued a Pacific Ocean-wide Warning at 1045Z 27 FEB 2010, with supplements every few minutes.

A TSUNAMI IS A SERIES OF WAVES AND THE FIRST WAVE MAY NOT BE THE
LARGEST. TSUNAMI WAVE HEIGHTS CANNOT BE PREDICTED AND CAN VARY
SIGNIFICANTLY ALONG A COAST DUE TO LOCAL EFFECTS. THE TIME FROM
ONE TSUNAMI WAVE TO THE NEXT CAN BE FIVE MINUTES TO AN HOUR, AND
THE THREAT CAN CONTINUE FOR MANY HOURS AS MULTIPLE WAVES ARRIVE.

Twelve Canoes
The site assumes a high spped Internet connection and even in Canberra on my wiless Internet link I had diffciulties. The web site has some text for display (excerpts below) to those who are unable to see the video. However, this is not normally apparent to the viewer, who will have to wait for video to download, unless they are using a text only or specially adapted web browser. It would be better if the site offered a text menu which allowed skipping the video rich content, for those on a slow link.
Some years ago I was invovled in projects to provide indiginous ciolutural content online,. Those suffered from taking too academic and textural approach to web based content. Twelcve canoes goes to other extreme and suffers from too little thought as to text and indexing inforamtion.
Unfortunately the web site has invalid HTML markup and some accessibility problems. When I attempted an accessibility test of the site, all I got was the message "Parked Page for 12canoes.com.au".

Yolngu: The literal translation of Yolngu is simply, "the people", but it is used nowadays as a term to describe the group of Australian Indigenous people (Aboriginals) living in or originating from central and eastern Arnhem Land in Australia's Northern Territory.
Balanda: A word meaning "white person(s)", derived from the word "Hollander"...the Dutch were the first white people to come into contact with the Yolngu.
Macassan: The Macassans, from the island of Sulawesi in Indonesia began visiting the north coast of Australia centuries ago. Their trade made the Yolngu a very powerful grouping economically. Such trading was stopped by the government in the 1906-07 season, and the economy of the region was destroyed by the imposition of Balanda law. ...

We are the Yolngu people of Ramingining, in the northern part of Central Arnhem Land in Australia's Northern Territory.
Ramingining is a town of about 800 of our people. More of our people live on outstations different distances from town. Also about 50 Balanda live here.
The nearest other town is Maningrida, more than two hours drive away except in the rainy season, when we can only fly there.
In Ramingining we have a store, a clinic, a school, a new police station, an arts centre, a resource centre, houses and not much else.
But we have history and culture here, that our ancestors have been growing for more than forty thousand years.
They passed that culture on from generation to generation. Now it's our turn to pass it on, not just to the next generation, but to people everywhere, all over the world.
That's because our way of life is changing fast now, and what you're going to see is for every generation to remember and keep our culture alive.

Ten Canoes: From Samoa to Arafura Swamp
The Australian movie "Ten Canoes" is set in the Arafura Swamp of the Australian Northern Territory. The film is inspired by a photograph of 10 canoeists of the the Yolngu people in the swamp, taken by the anthropologist Donald Thompson in the 30s.
The film has won three AFI awards and is Australia's entry for best foreign film at the 2007 Academy Awards.
What has this to do with Samoa? In 2005 I made a nine day visit to Apia, Samoa, at the request of the International Council of Museums (ICOM). It was to conduct a five day workshop for staff from museums around the South Pacific region on the use of computer and telecommunications technologies.
My report pointed out that many of the museums of the region were too small to support their own IT systems. It made sense for them to use a common system which could also share data. On my return to Australia I had ANU students do projects on how to accomplish this. I reported this work at the Pacific Museums in Sustainable Heritage Development, Asia Pacific Week in January 2006.
I was then contacted by a project attempting to combine data from two Australian museums. One of the students who worked on the pacific island project with me went to work on the Australian project. Another student build a demonstration system using test data from the museums. Their presentation, report and open source software are available.
It turned out that one of the museum collections for the project is the Donald Thomson Collection at University of Melbourne, with the photographs which inspired "Ten Canoes".
